Google Analytics 4 page views run through Google Tag Manager, and only after you accept the cookie banner. Decline and no measurement script loads at all.
Ad measurement, only with permission
Google Ads conversion tracking and the Meta Pixel run under the same banner and the same rule: accept first, or neither loads. They tell Google and Meta when a visit from an ad ends in an enquiry, and the Pixel also reports page views.
